Joroff, 5 Sarah Brown Lane (7-56)  The Board approved doing an out-of-season perc test as requested by Brooks Billingham.

Vincent, Bartlett Woods (11-1.2) The Board approved a well construction permit application which does not require any variances submitted by John Clarke. Katie Carroll, a direct abutter to the property, recused herself from the discussion and decision.

Vytlacil, 21 Squibnocket Road (35-24)  John Clarke  presented a well construction permit application for a replacement well at the property.  The Board required that the existing well be properly abandoned, confirmed that the well has been staked, and accepted the following variances to Chilmark Board of Health regulations: leaching system to locus well: 200’ required, 190’ proposed; leaching system to abutting well (35-27): 200’ required, 155’ proposed; Well to property line: 30’ required, 10’ proposed.  The Board approved the well construction/decommissioning permit application.

Greenburg, 8 Greenhouse Lane (33-30)  John Clarke gave an update on the decommissioning of the old well on Greenhouse Lane: the new well was drilled about one-and-a-half years ago, but not hooked up until recently, and the old well remained in service in the interim; he stands ready to carry out the decommissioning of the old well.  The Board asked Marina Lent to get in touch with the property owners to inform them of this requirement.  

Regarding the irrigation taking place on the property, Marina Lent reported that the Conservation Commission’s requirement for temporary, above-ground irrigation only would be retroactively implemented by removing the existing in-ground irrigation system.

Well permit fee increase and permit application procedure:  Marina Lent presented a draft well construction/decommissioning permit application form for review by the Board.  The process for well permit application approval will in future include confirmation of decommissioning of discontinued wells, as appropriate.  The Board agreed to raise the well permit application fee from $35 to $50.

Van Valkenburgh, 186 South Road (17-4) Kent Healy presented a septic system repair permit application for the property, together with a bedroom count conducted by Marina Lent and a letter acknowledging that the separation between locus well and leaching field is less than the required Chilmark BOH Regulation separation.  The Board approved the application.

Zoia, 18 Point Inner Way (33-114)  The Board reviewed and signed a letter specifying the detached bedroom size agreement reached with Adam Zoia at the public hearing on 6/30/2010.

VNA FY’13 Contract:  The Board noted that the public nursing contract for FY’13 has not yet been finalized, and asked Marina Lent to present a proposed contract to the Board at its next meeting.

Pickett, 64 State Road (30-25)  The Board took note of a Title 5 Inspection Report – the system passes inspection.

Lindauer, 2 Marsh Road (27.1-26) the Board received a copy of a Field Inspection & Service Report for FAST Wastewater Treatment System, Wastewater Treatment Services, Inc. at 2 Marsh Road.  The system appears to be in good working order.

Tick-Borne Illnesses: Island-Wide Initiative – introduction and update.  Marina Lent summarized the work of the TBI initiative and noted that Mike Loberg would like to hold a discussion with the Board in September.  The Board asked Marina to forward relevant materials.

Landfill Report  Mike Renahan reported noticing that the access road to the landfill drainage pond is severely overgrown and needs to be cleared.  Jan Buhrman will transmit this message to BOH representative to the MV Refuse District Rich Ossnoss.

Septic Pumpouts  Marina Lent reported that one of the septage haulers has used a permit twice for separate pumpouts a month apart.  The Board asked Marina Lent to write a letter, requesting that the hauler in question purchase a permit for the second pumpout from the Town.

Mosquitos:  Jan Buhrman suggested that the Board take a pro-active approach in educating citizens about avoiding mosquito bites and taking steps to reduce mosquito populations. She also pointed out that the State will conduct mandatory aerial spraying of insecticides if positive samples are found, and she would therefore prefer there be no mosquito testing on Martha’s Vineyard.  Katie Carroll reported that educational material has been e-mailed to parents of children attending the Chilmark School.
